Seeing as how almost all sales in the past happened at less than 16 keys, and there are many BOs under 18 keys, your suggested high price is a bit too high. I would say the people who offered more than 16 keys definitely need to do better research, since there are a lot of these selling for 16 keys. You may be able to make an argument for 13-16 keys, if you really wanted to raise the price slightly.
