Since 1.3 seems near impossible to get, and 1.2 sales are common, with few sales at less than 1.2, I'd say that as of now, 1.2 is a fair range (although my ranges have been wrong before *>3 trades I had to close with over 75% upvote*), constructive criticism is, as usual, welcomed
If the first link for 1.2 is a quicksell, why include it the proof?
Also, links 2 and 3 are very young.
Aside from backpack.tf classifieds, which get less viewers than outpost, there isn't that much proof for 1.2 keys. Or maybe I'm missing something
first link wasn't a quicksell, it sold quickly. As far as length of time up, it generally doesn't make much of a difference, it's just showing that it is possible it buy lower than the listed price

I do believe you will have to get better / more proof than 15 links for this suggestion..
the last suggestion (which was accepted) had fewer than I did -3-, also, sifting through collector levels, craft #'s, and donators sitting on theirs for 2 keys really narrows the possible spectrum of which to use as proof

trader server certainly is valid proof
Trade servers have never been used as valid proof. I bought a key the other day on a trade server for 5.66 http://i.imgur.com/s8k41rs.png but I would never say that 5.66 should be market value, nor that 1 sale at 5.66 shows that it is market value. Trade servers contain people who want the item they're getting, or don't care about profit. They can't sit on their items and wait for profit like on trading sites. They also probably wouldn't go and research where to find a cheaper one if they're in the trade for the item they want. I have almost never seen a trade server used as valid proof in a common item like this.
