He means that in this site, prices for unusuals are related as pure. When paying in unusuals, overpay needs to calculated, to make the new price, accurate as possible. Also, you would have to provide more proof, as 1 sale, isn't enough.
A suggestion can be made on 1 sale as it states on the website.

What a counter thingy?
Counter-suggestion is a suggestion that made for an item that already have an open suggestion. It made when someone doesn't agree with the price of the current open suggestion, and he make a new one, with his own price and proof. I disagree with your price, and unless you find more proof to support your price, I will open a counter-suggestion with my price.
