As far as I can recall, you can't make a price suggestion based upon offers for an unusual, you need proof of them being sold at that price. And to make a price range, you need at least two sold trades.
The thing is, I have already suggested a price for my green fetti defiant spartan based off offers and it was accepted:

Well, I could argue about that its impossible to make a suggestion based on offers, since there could be many exceptions, and the 2 sale rule is for new hats/new effects without a price. But I do agree that he could get some more proof :/

You cannot devalue a hat based on suggestions, but you can increase it with them.
I'm sure you could find out what it sold for considering you bought it. If all unusual suggestions were passed based on offers, owners could keep their trades up which recieved offers all the while upvoting their hats based on the offers, which would in turn encourage higher offers.
You need proof of sales.
No solds, no estimated value of offers, and no proof of your own purchase. downvote.
