If you see the current trades they have gotten offers of 1 bud. http://www.tf2outpost.com/trade/12439807 - Has a B/O of 1 bud + 5 keys and hasn't sold in 1 month. If you look around the other current trades you see they have also gotten offers of 1 bud. http://www.tf2outpost.com/trade/13798942 - That trade has been open for 5 days and still no offer (besides phishing links). A lot of offers seem to be quite old (a lot, not all of them*).
