Only clean one in existence, only traded twice.
The trade:

If you know anything about EXAX, you know that he won't take anything less than the amount posted. By the time I got the pure, he changed what he counted buds at to $32 each, since they're dropping.

I offered him less privately, but he wouldn't take anything less than 9 buds. Only clean sale recorded. The other sales of the duped ones can be found here http://backpack.tf/vote/id/5208842fba25361b43000014 , but they were all during the halloween hype.
Any feedback would be greatly appreciated. Thank you for your time.
I know the two sale rule and all that, but I'm not sure if it applies here. Not a new effect, and there really hasn't been any trades. So I'm not entirely sure, though the proof does look solid enough to the point that maybe 9 flat would be fine.
I was wondering on the two sale rule. It has been sold in the past, but never had a suggestion during those times. The other two duped ones haven't sold in ages, and normally backpack.tf doesn't count duped unusuals being sold(unless they are the only sales). If a mod does tell me that the two sale rule does apply, I'll happily close this, and we'll have to wait till next halloween and hope one gets unboxed and sold to price this(I'm not selling it).
I would have to agree with your reasoning on this. You have my support, and I hope that the mods will be as understanding as well. Good luck :3
Sorry for the confusion. As indicated by Ramses below, the 2 sale rule is primarily meant for new unusuals. If there is only 1 sale in many months on a hat that has been around for a long time, then a flat price is fine.

Here is the link to the rule for reference

Flat price seems appropriate.
"If the hat is an old/rare hat with one sale in many months (>3 months), then it is acceptable to set a flat price and it will be evaluated on a case-by-case basis (depending on how comparable the sale is to previous offers)"
