No it was not it was an offer.

Since it's just an offer, it can't be included in the range. if he accepts and the trades goes through 1:1, then yes, it can. Otherwise, there's still a chance he sells it for a cheaper unusual

There's a post saying offers are not the best of proofs. You can search it up if you're interested or ask an admin or something

Offers are okay to use as proof. We caution using offers for proof in place of sales when offers are used to lower the value on an item (lowballs). Offers are acceptable to raise the value of a hat if they are not outliers.

As for the suggestion itself. I thought the ideal range might be 4.1-4.6. Hoodie had a low end of 4.6 before the ref change. And there is that sitting b/o of 4.5 for 6 months. But then again, the hoodie has a wide range, and if you used middle *0.9 it would seem like an outlier offer. So all in all I thought 4.1-4.6 was pretty safe and reflective of other offers. Another mod might feel this is close enough

both are old prices but highly suggest that a lower value like 4-4.5 or 4-4.3 is more valid
