There are only about 3 trades asking for anything more than 14 keys, but they are still relatively young, the oldest one being http://www.tf2outpost.com/trade/14049533 which is unsold at 1 day but with this many people with buyouts lower than 15, 15 is not really reasonable at this point. There are also two trades with an 11 key buyout but those seem to be quicksells.

Get proof of unsolds for 15..

Also 12 keys could be a quicksell if they sell too fast.

He is setting the price via b/o lower than the current range. Also due to the scarcity of this weapon any trader looking to buy would be able to find people selling for lower quite easily xD

Why planning on buying one?

Nup, this weapon is practically useless in competitive play and the stock nade launcher is basically a straight upgrade.

If i wanted to troll someone with a loose cannon i can get one for a scrap :)

All new weapons/new items drop almost immediately after the hype is over, people want it because it's new, they want to try it out...etc After that is over no one care about it anymore and jump back to the better ones. Eg the new robo hats/effects had people paying ridiculous prices for them and now are the hardest things to sell.

It may be useless in competitive play, but for trolling people on Nucleus, it is priceless :)

The dropping in price of all of the new strange items is indubitable. Upvote.
