I think 10-13 would be a better range, it's not really an outlier.

Traders will offer 10 keys for any ungifted unusual under the sun. It's a quicksell price.

At the same time, the range is 11-13, and he had an offer of 1 Key less. I don't think you can count that as an outlier, but I get the feeling others will anyways.
