Calculations:

(1.6 buds + 21 keys/21.5 keys) multiplied by 90% equals ~2.3 buds

Low-end values of (1.5 buds + 20keys/21.5 keys) equals ~2.4 buds

Conclusion:

Only two trades I could locate that could assist in pricing this unusual. I found two other sales, but they involve multi-unusual sales and calculating the value of the Crown from those trades gets messy. Slight bump down, smaller than I wanted, but it'll do. Seriously an ugly, overpriced effect.
