Needs a definite lower price.

Let me start off by saying that the THEMED Blizzardy Scopers are worth LESS than steaming Scopers. Also, Smoking and Bubbling, 2 effects usually higher tier than Steaming, are both priced less (1 bud or more) on backpack.tf than it. http://backpack.tf/unusuals/980/Soldier%27s_Slope_Scopers

Before you ask "herp wer doez 2 bud hi end cum frum?" Well, people have not been getting offers near 2, and it was proven 6 months ago to be 3-3.3 buds

The high end doesn't have any proof, though. It could just as easily be 1.7 flat with your suggestion. You could at least give a +/- 10% rationale rather than a wild guess.

To address your very first point of the themed scopers being priced lower than the non-themed, it may be because there's more movement in the marketplace on the blizzardy ones. Backpack.tf is hesitant to price things that don't have a lot of proof, and right now it looks like most of your proof is merely that the Steaming ones are difficult to sell at the price that the sellers are looking for.

You have had your trade up for almost 2 weeks right? Have it up for 2.8 buds with no offers and claim that it's the "cheapest on the market". Obviously needs a price update. Though my proof is not the best, it proves something. Sorry I hurt your butt with this suggestion :c
