2 out of 4 links have b/o 12 buds. So i'm not sure about 13,6. Espessally since you suggesting price for tradeble uc v luger and guy from last link asks for 12 too

None of these have any B/Os.

http://www.tf2outpost.com/trade/12104036 - had a b/o of 12. A hat traded above its b/o value in unusuals should never be priced above its b/o. Phos Modest would be 13.5 after overpay. Subtract 1.4 and you get 12 anyways. High end shouldn't be above that.
