You need 2 sales to price this. Offers don't count. You only have 1 sale.
I'd say offers do count as they got declined (seller wasn't satisfied with the price) or rejected (too high/possible buyer found a better hat).
But I do agree with you, 2 sales are the least to start pricing a hat as it shows the range better.
even though the only proven sale is at 26 pure? this is why people don't trust backpack.tf for unusual pricing.
Green Energy mongolian avg price is 1.3 earbuds ~ 26 keys.

where does 13 keys come from? lowballs? so far I can see a sold at ~23 and offer that is above buds

Sorry if I'm wrong here, but even if this did have good proof and was accepted. Shouldn't the range be closer together? This suggestions makes it seem as though the range has traveled the world and back.
That's why usually 2 sales need to be done before the pricing starts.

13 keys seems like an outlier compared to other offers. If a hat gets offered >1, 13 keys is definitely low
