I didn't find any sellers for 1.8 keys, only 2 keys+

Can you find any more proof? looks a bit lacking, but if not that's ok, haven't seen these around very often, so it might be hard, but I reckon this will pass :D

I looked through all the outpost trades, this was all i could find at that time. not including paint and overpriced.

Maybe try Tf2tradingpost or Bazzar? just give it a shot, if you cant find anything it wont surprise me, since if it aint on outpost, it aint there either in most cases
