CONCLUSION:
Low Range = 16 because of 3 sales. High Range = 19 because of a B/O/an accepted offer below the current high range.

In response to your curiosity, Long218 has over 700 accepted suggestions, and still only a blue belt. If there is another belt, I'd hate to think how long it would take to reach it...
