CONCLUSION:
Low Range = 12 because of offers ABOVE THE CURRENT LOW RANGE. High Range = 15 because of a sale.
I managed to sell one of those for pure 15 keys ~ a month and a half ago, and considering the last suggestion was 6 months ago, I'd say it counts towards this suggestion.
Some proof would be nice. :]
It was on warehouse. I can provide a screenshot, but I can't remember what the price of keys on warehouse was at the moment, because those greedy bastards keep raising their price for no reason, other than more profit.
EDIT: Sorry, I can't find it, it either happened a while longer ago or the hat was renamed, which is more likely. Looking through those thousands of old invoices is too confusing. I suppose my confirmation doesn't count then.
