This increase is largely based on this trade: http://www.tf2outpost.com/trade/14153757
There were 2 offers of 0.22 that were both rejected (note: one of them is hidden).
However, it's still obtainable for 1 scrap:

The market here is small (only 4 active trades), which is why there isn't a significant amount of proof.
"However, it's still obtainable for 1 scrap"
Which is why 1 scrap is still in the range he's making.
EDIT: Out of around ~1 million Candy Canes, only 10% are uncraftable.
I had my offers of a rec and 0.44 rejected for uncraft candy cane. People who doesn't know how rare it is sells them for 0.11. I got unc cozy camper for a scrap also.
Actually, only 1% are uncraftable.
Even 1% is about 10000 canes. We have 1 link here (and 2 show that 0.11 is still ok). Small market, I understand. But does that weapon (+0.05) really make such great difference to make the whole suggestion for such considerable number of items (~10000) with tiny amount of proof (1 link)?
I believe it does deserve that increase. I don't judge by the number of items, I judge by the amount of current trades. And as there are only 4 active trades, the fact that there are 2 offers of 0.22 merits the inclusion of a range that extends to 0.22 in my opinion.
