Can you add some more info on the first trade? I visited the page and saw there were offers, if you factor in the unusual overpay into prices you can probably get a more accurate price, B/Os should never be used in a suggestion, since it can greatly overvalue the price of the hat.

I'm showing that it is already hard to sell at low range. Plus, lot of the offers got denied. Often sales make things easier.

I'm not denying that sales make it easier, however if it's a lot more low offers, maybe it should have a range where 1.2 is now the high end.

However, if the people denied the offers below 1.2 buds, should it be in range?

If I say my hat is worth 10 buds, and all I'm getting are 5 bud offers, which I deny, is the hat really worth 10 buds or 5 buds?

There are always quickbuyers that are going to offer below the suggested range, however an 18 or 20 key offer on this hat should be taken kinda seriously, since it is only a couple keys off the B/O. Even a 1-1.2 bud range seems more effective in this scenario.
