The 13 buds for the tower seem like a quicksell to me.
It was sold 2 days ago and the new owner is trying to re sell for 15 buds: http://www.tf2outpost.com/trade/14837625
So, I find it quiete risky making a price based on a B/O | quicksell sale of another Unusual.
It will make no sense if it is worth 4.2 buds though... .__.|||

I guess considering it does make sense just seems like a huge bump too me. Undecided for now
Sales like these shouldn't be used as the only source of proof. Wait for another sale.
The sales I am referring to are ones where high end unusuals are involved and the unusual in question is a relatively small addition compared to the main hats traded.
In addition to this problem, the tower is way out of date. Just not good proof to set a price.
