N&B topi is actually more like 10-11 keys using original values and overpay, and last link seller is inactive, looks like he doesn't respond to any of the offers.

Admins I have talked to in the past suggest taking the low end value of either unusuals that are very cheap/very expensive. So it really is just 12.

True, but he had a chance to take that and rejected that.

I don't feel that's relevant. The offer was present then, and that user REJECTED that. Later he would have settled for that, but it still shows that 15 keys IS POSSIBLE IF YOU ARE WILLING TO WAIT AND YOU DON'T REJECT 15 KEY OFFERS.
