That rule is only for suggestions of either new hats, or hats with new effects. If it's something like this: a halloween effect unusual with one sale, then it's okay.

1. ALL SUGGESTIONS ESTABLISHING PRICES ON NEW HATS/EFFECTS REQUIRE A MINIMUM OF 2 COMPLETED SALES

2. If the hat is an old/rare hat with one sale in many months (>3 months), then it is acceptable to set a flat price and it will be evaluated on a case-by-case basis (depending on how comparable the sale is to previous offers)

Guy in that trade got offered "Flaming Lantern Tough Guys Toque, Strange Festive Minigun, Strange Festive Sandvich, Strange Holiday Punch and Lime Green Painted Mercs Muffler, I leave you to decide :P" which is like 4+

Also got offered a Misty Elfin which is 2.5+
