why would that be needed?

Because unsold at 1.66 doesn't mean it can't be sold for 1.44-1.55. Also suggestions with no proof besides unsolds is considered to not be a valid suggestion.

I repeat, many people sell it at 1.33 in http://scrap.tf/hats and I'm looking more proof c: but it's hard to find because many post are closed

You need WILLING sellers at 1.33, You also needs several solds at 1.33, if there aren't any. Look here:

you wont find solds in classifieds, even if you search one hour

Unsolds are not valid proof for an arbitrarily lower range. For a flat price at 1.33 ref, you need to demonstrate a large availability of willing sellers on the market for 1.33 ref.
