You understand you are proving his point? Those are the sellers buyout; you could go and buy them for that price right now on outpost. Why would the range included 19 keys when the seller has just shown you two people who are willing to sell for 16 and 17 respectively?

There are indeed multiple b/o's that suggest the range should be lowered. In future, please note that you will need a sale to establish your low end. Unsold at 16-17 does not prove 15.
