According to LaughingLollipop, me bought this hat for 1 bud and sold for 1 bud, and there is nothing to do with a p.e. dread knot. The low end of your suggestion then has no support. The stormy cone supports the high range, but the bubbling goggles i much lower than 17. And the 16 BO which sold for an unknown amount is also slightly lower than your suggested low end...

So first pure sale happened when buds were 19 keys

Second pure sale was 19 pure keys

Stormy cone would be ~19.

There was that b/o at 16 that took a week to sell

And then the sale at ~13.5 that sold in 2-3 days

13.5 probably an outlier. Range might be 16-19. This is close enough for me and has strong community support
