While it doesn't look like he had the keys necessary to buy it for pure, he had just sold his Blizzardy Storm Brigade Helm for 24 keys on the same day: http://www.tf2outpost.com/trade/15702106. Therefore it would be reasonable to assume looking at backpack history and his comment that Zephiro paid buyout price.
----------------------------------------------------------------------------------------------
• http://www.tf2outpost.com/trade/15799235 offer of 20 keys (~1.2 buds | buds were somewhere in-between 16-17 keys)
Another offer of Black Uncraftable Voodoo Juju (~9 keys), Spine-Chilling Skull (~8 keys | at time of offer), Strange Loose Cannon (~3 keys), and 9 keys. Total of roughly 28-29 keys in items (~1.6 buds)
----------------------------------------------------------------------------------------------
• http://www.tf2outpost.com/trade/15780196 offer of 20 keys (~1.2 buds | buds were 16-16.5 keys)
----------------------------------------------------------------------------------------------
• http://www.tf2outpost.com/trade/15793094 accepted an offer of 20 keys (~1.2 buds | at time of offer)
----------------------------------------------------------------------------------------------
• http://www.tf2outpost.com/trade/15969904 lowest buyout on the market at just slightly over ~1.5 buds.
Stormy Reggae seems like an Outlier if anything. Also, it doesn't matter what buds were. Since you're pricing it now, you have to use current prices, even for buds. If you were pricing it when buds were 16-17 keys, then 20 keys would be valued at 1.2-1.3 buds, but at the moment, that's barely a bud. Neutral I guess.
Pretty sure you calculate pure key sales in junction with the price of buds at the time...otherwise alot of suggestions would be wrong, considering I've seen Woifi AND Blind polar accept suggestions taking pure offers with bud to key ratio at the given time calc suggestions.
If that were true, would you have to do that with all items?
Its actually more accurate to use the price buds were at the time, rather than the current price. A lot of unusual sellers sell for the same amount of buds regardless of the current bud to key ratio. I bought a Scorching Geisha for 48 keys when buds were 16 keys, but using current price that'd be roughly 2.5 buds which is inaccurate when they're still selling or getting offers for 3-3.5 buds.

I wasn't talking about unusuals. Does the same rule apply to buds though?
Why would you use current prices of buds for a sale when buds were different when it actually sold....?
Because you're pricing the unusual right now not then
From Baloo: "No, it should be done in the bud to key conversion value of the trade that took place back then. If someone is offered 80 keys for a 5 bud unusual when buds are 16 keys, then the first thought in their mind is I've been offered 5 buds in keys, and I am going to take that offer. If that were today and they get offered 80 keys, then they would think, that's 4.2 buds in keys, I'm going to ask him to add some decent sweets. However, if at both points in time he is offered 5 buds in actual buds, then he'd accept it at both times, no questions asked. That's why you have to be in the mindset of the trader at that time using the values available to him then to understand why he took that offer and what he was most likely valuing it at."
I saw he forum post, thanks.
Take the low end.
A'ight, thanks.
Or take the mid-price of the unusual and multiply by 0.9. However, I usually take the low-end.
