Conclusion
Got 2 sales, but, as unusuals shouldn't be above their B/O's, the 6.7 sale is bumped down to 6.5. Vote accordingly.

So the sale above b/o's rule only applies when the same hat sold for more than its b/o. For example if the guy who sold guad for the phantom or if the guy who bought the guad for the phantom listed their b/o's on the guad at 6.5, it shouldn't be valued more than that (because it means that neither of them valued it more than 6.5). But here the person with a b/o of 6.5 is a completely different seller.
The issue here is more than the phantom is duped. And duped phantoms definitely go for less. 1-2 more sales would be helpful here, especially for that high end.
Is the phantom duped? Last time I checked via bp.tf, it seemed clean :/ Perhaps it (or I'm) missing something :P I can't show you since I'm on mobile and it's too tricky to get to the page, so meh
My mistake. It seems you are right. tf2items is down, so can't tell for sure. But it seems clean.
