Also when the sale was done how much were buds worth? the 16 keys could have been a bud and the second 1.2 buds. Making the range 1-1.2 buds.....

Not my proof, proof from a friend. Just suggesting this for him.
Even still just one person who bought a unusual and then sold it is not enough proof.

Many offers above 16 keys, notably the rejected 1.4 offer and then 1.5 didn't go through?
16 keys is an outlier.
http://www.tf2outpost.com/trade/16306669 - selling for 23 keys, seems to have sold for peace ten gallon (1.1-1.3)
And the 16 key sale occurred when buds were 16-16.5 keys, so that sale should be counted as 1 bud.
