This item is a common find, it has no key so it's useless, and buyers are just holding out until the price drops. I wouldn't say it needs a direct reduction right now because there are still many sellers for 0.33, all I'm suggesting is a bit more range and we see where it goes from there.
Proof:
Community market:
Average selling price for the day has dropped to $0.07(0.22 scrap), scrolling through I counted almost 130 selling at $0.06 - $0.07:
http://steamcommunity.com/market/listings/440/Naughty%20Winter%20Crate%202013%20Series%20%2378
Trade.tf estimated this item at 2 scrap: http://www.trade.tf/price/5714_78/6
TF2 warehouse estimated the value at 410 credits, or 0.14 ref: http://www.tf2wh.com/item/5714/6/157dca945a05146bfcbb9320a84fa65c/naughty-winter-crate
Despite the fact that most people on TF2 Outpost highball prices (As many of you know) I still found many selling/unsold for less than 0.33:

This one technically counts because you can get two crates for 0.44: http://www.tf2outpost.com/trade/16303040
This person is really unclear, but I guess it counts: http://www.tf2outpost.com/trade/16315853
And, this guy says "Add me now and get all for 1 rec": http://www.tf2outpost.com/trade/16341913, Not sure if that deal still stands.
Also, for additional proof please look at classified listings, where I think nearly all of them are selling for less than 0.33.
And, by the way if you don't like my proof or I made a mistake (I'm new) I would appreciate it if you explained it instead of just mindlessly criticizing and making fun of me like every time I have ever post a suggestion here. Thanks c:

EDIT: I've been getting a lot of messages saying I should have made the range 0.11 - 0.22, I didn't originally go for that range because there still are a good number selling for 0.33. However, If you guys think the range I picked is not good and this suggestion gets rejected. I will re-suggest with the range of 0.11 - 0.22.
Just bought 7 for .11 ref
Upboat :P
I just bought 23 for 1 scrap each Upvote
You could even drop it to 0.11 - 0.22 ref
where is the key :D
They might be waiting for Christmas to be closer before they release the key for it.
it will be 0.03 ref i think
my trade sold 200+ for .44 >.< http://www.tf2outpost.com/trade/16255283
Over the course of how much time, and when? If it was all recently, then all it proves is that there are around 200+ people too lazy to take one of the hundreds of other trades selling it for .33 or below on TF2Outpost or other trade websites and servers.
as u can see last guy bought 47crate from me 5 hour ago. I sold 80+ crate in minute 2 day ago I often run out of stock
First, where did you get those 200+ crates? For you to profit from these sales, you would have had to have bought them for under .44 which is within the range I'm suggesting.
Unless, you're just buying crates and selling them for less than or the same price that you bought them for. Which wouldn't make any sense.
Also, to test your statement I put up a trade selling one crate for .44 on TF2Outpost, and so far I've gotten no responses. I will continue to bump this trade for the rest of the day, however I'm pretty confident that I won't get any buyers. I don't know how you sell so many for over the listed price that everyone else is selling it for, but apparently you're just the best trader I've ever heard of. If you're telling the truth.
My trade: http://www.tf2outpost.com/trade/16359258
Edit: I think the reason you have sold so many is because you're selling in bulk. People who can afford to buy a whole bunch of crates don't care about spending an extra scrap or so for each crate as long as they can get a lot quickly.
Plus, the number of crates you claim to have sold is less than 0.2% of the total number of crates. Which isn't substantial enough to base an entire new price around,
bought 4 for a scrap each upvote
Bought 17 for a Refined, definitely upvote.
