1 of 1, 1 sale in the 4 months it's been alive. Not sure if this is a 'new hat' or not, I think not? If not, I'll apply for an exception. Not for sale currently.

I always thought the term "new hat" applied to any hat that didn't currently have a price. May be wrong though.
Not sure - I've priced some old hats that just got unboxed with only one sale.
antlers are (relatively) new, they were released in july in unsual quality along some other alreay existing hats (e.g. cadaver, impaler, headsplitter) and the other new hats (summer update)
A new hat is any unusual that hasnt been priced before, so you cant make an exception for this.
An exception can be made for any hat at admin discretion.
It's new as well as unpriced, 2 sales are required.
Actually, on the "two sales rule" page (don't have a link since I'm on mobile) it says exceptions can be made if there hasn't been another sale in over 3 months. For example: backpack.tf/vote/id/52aaa7c24cd7b8336c8b456e

the capotain was already priced, unlike the antlers, if the item was already priced, then it's ok to have just one link of proof to suggest, but if it was never priced then at least 2 are needed
No, you can apply for an exception, like he says, if there hasn't been a 2nd sale in ages.
that's what I mean-his exceptiion wouldn't have been valid if the hat wasn't priced.

This hat was released half a year ago, and it's an old effect. On that one trade, he was offered 6 pure which he did not accept, and ultimately sold for money. The person who bought it does not look interested in selling again.
The 2 sale rule is intended to establish a range for new hats and effects, so that one sale doesn't tremendously influence other sales. Seeing as how this hat probably won't be sold in the near future, I think a flat price here is ok.
