It is random, you craft the cards to make the badge and you get a random item, sometimes for TF2, sometimes for other, less popular F2P games.

I feel like this is one of the items when the steam market should be a factor because the price on the market is more like 10 keys :/

And if they knew they could get it on the market for less than 10 keys worth they probably would. People like python didn't even know they exist let alone that they can easily get them on the market.
