Conclusion: Not much to go off of here since these are all the open trades on Outpost. Two quicksells from someone following backpack.tf price shouldn't count as being including in-range. Seems plenty of people are willing to pay 3 keys that aren't trying to haggle in the comments section, so I'm going to make the price 3 keys flat.

PS: the one in the classifieds is also sold, and the most active trade on bazaar,3 days unbumped, wants 3 keys followed by a 2 weeks unbumped trade asking for 2 keys, but has none in stock.
