I think the rule with the Mann Co. Store is if you purchase something from it using a new form of payment (e.g., a new credit card, a new pre-paid debit card, etc.), Valve takes a week to verify that new form of payment and anything purchased from Mann Co. is untradeable for that week.

You also cannot buy or sell anything on the community market for one week if you use a new form of payment.

The thing is if you had 2 keys and wanted one of these you couldn't get one. You could probably sell keys for 2 dollars after fees on the market. Funny how it works out so that it would take 2.5 keys to buy one that way too...
