Buyouts don't mean jack, no proof of solds, and no reason for range.
total current seller is 4 on the outpost and 1 c/o is almost 1.6 buds(http://www.tf2outpost.com/trade/16794382)its enough to range think so.
You need SALES. B/Os and C/Os don't mean anything.

Ok then. Let me try a different example that will hopefully get through your skull.
There are 3 people selling 3 Roboactive Bonk Boys.
The first seller sells theirs at 2 buds
The second seller sells theirs at 2.3 buds
I buy the last one for 5.7 buds
The price of the Roboactive Bonk Boy would be 2-2.3 buds because 5.7 is an outlier.
Now we all start selling our Bonk Boys again for offers.
The first seller makes his buyout 3 buds pure
The second seller makes his buyout 2.8 buds pure
I make my buyout 2.9 buds pure
The price of a Roboactive Bonk Boy is still 2-2.3 buds because there haven't been any sales to change the price.
We list the prices that items are being sold at, not what people want for them.

B/O doesn't mean anything, Try getting actually sales, being a first hand buyer and owner, I bought mine back in November for 1 bud+3 keys, which converts to about 1.1 buds back then. Downvote
