I think it should get raised. Its a retired helmet and theres not many out there. Its very rare too that you come across one. Ive only seen one so far i have i have it.

There has been exactly the same amount of these since the update that turned these vintage. Maybe a few less because of deleting or crafting. But vintage hats were completely unaffected by the discontinuation.
