Got the two sales needed to set a price on a new-effect unusual :D
Original prices used:
The hat is one of 1 in existance and has only sold for 2 times ever.

Got offered an arcana muffs and sold.
Arcana muffs original price 22-26.6 buds:
(22+26.6)/2*0.9=21.9 rounded to (~22 buds)

Offered on a miami bomber and got accepted
Miami bomber original price 22.5-25.7 buds:
(22.5+25.7)/2 = (~24.6 buds)
And we get 22-24.6 buds.
Although this may seem like a large range, 10% overpay factor does make quite a large difference on 20+ bud unusuals, and the range is very similar to the two unusuals it sold for.

Miami Bomber price is 3 months old, new rule says price >3 months is invalid, I think 3 months (it's at least 3 months because it says it, without a specific date, which also means it's 3 months - 4 months, unknown exactly when) is already invalid
And there's also 1 in Classifieds for 15, item history of backpack.tf says it's clean (doesn't say duped) and it says first owner so might be an outlier but still...
I'm just saying it should be taken in consideration, not downvoting or anything just wondering about the validation of second sale
Yah, not my proof. My friend wanted me to suggest a price for him because apparently people complain about him manipulating prices.
