i found someone trying to sell for 2.55 ref, the trade is 3 months old and unsold.

people want to buy this along with other craft hats at 1 ref each, but people sell at 1.33, a fair price between those would be 1.165 ref, since that can't happen in ref and you round up from halfway points, 1.165 rounded up is 1.22
You need sales at 1.22 ref and you can't use buyers as part of your proof. They buy them for 1 ref to resell them later for 1.33 ref, like most of the craftable hats.
Quickbuyers are not solid proof.
You need to show sellers below market price when lowering a price of an item.
