Why is 9.5 an outlier?

It sold within a day but it wasn't a quicksell, 8 - 9.5 is a bit large but still very decent range

The sale was 2 months ago, still valid enough to use

I can't see why it's an outlier

Also how does PE Hallmark + 1 bud comes out as 8? I find it actually lower, which might make it an outlier and not the 9.5
