That's not how it works with people that actually get suggestions accepted.

1.) 1 ref is still in the range.

2.) Very few trades open on sites.

3.) My backpack would only go up 2 scrap.

I'm also skeptical about this because even though the market is small, one offer seems quite minimal. Any item can be sold above or below bp.tf price

I agree with you. And it seems the sale didn't go through as it's still in his backpack, I don't think you can set a high end based on an unaccepted offer.
