With two of them selling for 4 buds, I'd disagree with them being outliers.
There are 3 sales in the 2-2.5 range and one which accepted 2.5 buds after being open for a month, there are barely any offers even remotely near 4 buds on any trades.
The third link overpaid quite a bit (roughly a bit over a bud) which is a clear outlier leaving the only sale which might be considered being the c9 tree. Looking at the current trade again being open for one month and finally received and accepted 2.5 buds which fits nicely with the 3 other sales, it seems like a clear outlier to me.
http://www.tf2outpost.com/trade/17036946 - sold for lvl 1 max ~2.2 - duped
http://www.tf2outpost.com/trade/17593633 - offered on a gold aussie ~2.7 - duped
Not sure about this. Arcana billy has a rejected offer of a planets ke - http://www.tf2outpost.com/trade/16325036
So that's 3 sales at 4+ and 4 sales at 2-2.7. Too much variability for my taste. I think it's best to wait for a few more sales.
My 3rd sale is more towards the 5 bud area however seeing as the trader would have easily accepted 4 buds which is why i considered that sale to be 4 even though the buyer overpaid quite a bit, i believe it would be safe to ignore this trade entirely as the other trade which has been open for a lot longer struggled to recieve anything decent.
The arcana billy only received that single offer KE which is in even remotely near 4 buds and has been open for over a month with little to no activity for the most part.
The current trades:

didnt get any offers close to 3 buds and accepted 2.5 buds.
**clean

has a buyout of 4 buds.

Considering how the 1 month old trade struggled to reach even 3 buds in the last month (finally accepting 2.5 buds) and the other with a b/o of 4 buds i dont believe 4 buds should belong in the range at all Or should i still close to wait for more sales? :O
You can wait to see what another mod says. I just hate using subjective evaluations to determine a value on a hat. "I think 4 is an outlier" is not a fair way to pass a hat through at 2-2.5 - not fair to the owners of the hat or potential buyers. In situations where there is ambiguity, my preference is to leave it unpriced.
If there was only a single sale at 4+ or if the sales at 4+ were older sales, I wouldn't have any issue with this. But those sales are recent and there are multiple.
Again, my stance on the 2-2.5 buds mainly stems from the fact that there is a month old seller who barely got any offers even close to 3 buds ended up accepting 2.5 buds (seems like buyer even retracted not to mention the seller jumped on that offer) and the another trade which has a b/o of 4, not "i think 4 is an outlier".
However i shall close this to wait for more sale though i doubt there will be sales remotely near 4.
