I don't think that is exactly a b/o and he has received offers higher and rejected.

id wait for that 9 pure to sell, it may be a quicksell, but he's even taking 12 in unusuals compared to the 13 you want to price it at. if you had multiple sales at 13, or even some offers at 13 you might have a chance, but with just 1 link and a much lower b/o, i dont think this would pass
