So it looks like 20 buds is kind of the sweet spot for "pure" sales, but "pure value" of unusual offers can reach 22-25 buds. Once you start getting this high in value 100% pure offers often get a discount even over better mixed offers simply due to the resell factor. Therefore 20-22 buds (Buds = 19-20 keys) is the right price it appears.

good proof, just wanted to say that http://www.tf2outpost.com/trade/17326322 would be valued at 22, since sales cant be valued over their b/o, which in this case was 22.
That does make much sense to me. The sales price is whatever he paid, not the b/o. Example, you go to the store and buy a six pack that is marked $6.99. You pay with a ten and walk off without taking any change. How much did you pay for that six pack? $6.99 or $10?
That's not a fair example. The fair example would be the six pack was marked at 6.99. You don't have US currency. You only have pesos. The shopkeeper refuses to take your pesos until you overpay the equivalent of 10 USD in pesos. It's a convenience fee.
All our prices on this site are pure prices. Especially on high tier hats, people overpay in unusuals out of convenience. We frequently see hats with b/o's of 40 getting paid 50-60. They should be valued at 40 in pure. A seller was overpaying out of convenience so he wouldn't have to quicksell to get the pure needed.
A six pack marked in 10 grocery stores at 6.99 doesn't become "worth" 10 just because one person at one store paid 10 USD worth of pesos for it.
