Yesterday. I guess I seem like a bullshitter b/c I don't have any proof but it happened. Made 21 ref on 2 keys in the first transaction, and made approx. 1.2-1.3 keys in 3 subsequent transactions.

This is the link to the four trades I completed in which I sold strongbox keys from 1.2 to 1.5 keys. I think they are worth at least 1.3.

its the same price as a normal key on the steam shop therefore should be the same price as a normal key whilst its on the market

That is true, however, they are new and scarce in the market. This scarcity drives buyers to pay over one regular key either in items or in ref. They are worth more in my opinion, because there are NONE in the market save for those that are purchased with real money, and regular keys can be purchased with in-game money (refined metal) because there are many in the community.

Personally I think it should just be worth 1 key because the rarity of these items will significantly decrease over time and they're selling and buying these certain items on tf2 outpost generally around 4 ref or less.

Sure, but this price is specifically the CURRENT price. In the price voting guidelines it says not to speculate. These new, rare keys are worth more than one key for sure, and probably up to 1.5.

There are a few in the first few pages of outpost for ~1.1 just as a few have sold for 1.3. I don't have a problem with 1.15 as 1 key + 1 ref seems to be the most common trade point.
