My first suggestion - reopened!

I have been trying to buy this crate for 2 ref off bp.tf or outpost or 59 cents off the market, but it seems impossible, there's not many any #21 left

lowest price to buy when last checked $1.43 which is almost an extra dollar from the original price now

I say 3 ref should be the price because there isnt any buyers/sellers for 2 ref and 2.33 - 2.66 you can find but sell quick and there is 2 buyers(one for 3 ref and other for 1 key) and a seller at 3 ref this indicates they expects the price to be as high as at least 3 ref and the steam market shows they should be sold for 5 ref since thats the lowest on the market but ill priec the price go to 3 ref for now just using the steam market to show proof of why it should go up because these crates are getting harder to find as each day past.

Considering that all sellers are sold out at 2.66 ref and below means it's probably worth more. Also the fact that there's a buyer at 3 ref.

I don't see enough proof to make it a flat 3 ref though. Maybe 2.66-3 or 2.33-3 since it's possible to get for less

I still stand to what I said in the old suggestion, but I have to admit 3 ref flat is hard to achieve. I'd be looking for something like 2.66-3.

2.66 will be quicksell there is a buyer for 1 key and the market lowest price is 5 ref so there needs to be a solid price no range

21 being the best crate around (besides any salvaged) this was only just a matter of time. Good proof (because I had a problem with finding these).

Proof isn't strong enough for a flat price of 3 ref, especially given the community comments and the conflicting votes. I recommend resuggesting at 2.66-3 ref.
