Conclusion

Sale and buyout at 17 keys should be enough to put it in range. 22 key sale might be a bit of a stretch, but it happened. 19 key offer shows that it's still possible to get at and within this range. Proof #3 was said to have sold for a bud, but really sold for ~14 keys. Sorry for the 5 key range, but hopefully I don't get pissed on for it.
