Looks like the hat does need a bump, unsure about the one you suggested tho.
Technically speaking when i made the last suggestion it was 1-1.1 buds so it's not bumping up or down but a refresh.

Yes I bought the hat from Doge4President, and he bought it from the MLG person, I don't know exactly how this happened but my guess is that MLG unboxed it and then sold it to Doge4President faster than he could show up in the item history (I know this happens because i've let some friends try on my unusual and they trade it back and they aren't in the history), and then maybe re-traded. Again, I don't know the exact details but I know the order of the trades.
