Despite of there being 28 of them, one sale can be a good start on making a definite price on this matter. I'm going to make this as a conservative price suggestion for the item. If there's any counter-evidence or any other sales, then please provide them, but this is the only proof that we can work with at the moment. I can understand why people jumped on the previous suggestion, so that's why I included the unsolds for this suggestion.
And if anyone wants to use the excuse of "oh, it's one sale", then may I refer to other original suggestions that barely had any proof to it and has less in circulation? (These are the original, first suggestions, not the current ones that has been influence by a price tag.)

Still need more than one sale
There's really not much information to go by. Besides, how did the Red Tape Recorder's suggestion even got accepted with barely one sold?
I'll try to seek out more sales; however, this is probably the best evidence out there.

1) $23.60 - About 9 Keys. Possible Quicksale / Outlier, since there's no determining price.
2) $39.80 - About 16 Keys.
3) $39.67 - About 16 Keys.
The reason being is all you're showing is that selling above 13 keys is not possible. You haven't shown lower isn't possible, which is important when establishing a price
All of the other sales above 13 has been impossible too. (Except that 13 was probably the most reasonable out of the bunch.) There isn't a determining price, so the price is all over the place. The youngest, acceptable trades have been a week minimum and hasn't sold. I checked trade.tf for any trade history and they haven't been tracking those sells at all. Why? Because it's an item that has little-to-no demand for it.
And I'll take back the Red Tape Recorder, because there was a previous revision made to it. However, the point can stand clear that if an item doesn't have a market price, that price will be all over the place. I didn't go for the 9 Key Price, because that looks like an obvious quick sell and would be worst for a suggestion than 13 Keys. I know if this gets accepted, there will be other revisions to it, but it will help stabilize the price of it's actual worth.
What you have right now with the item is people taking advantage the situation of a "no price" and inflating it to hell. These trades have been open from one week to two months with no offers. (Except for one with 15 keys, but that was two months ago and has probably bought one by now or lost interest in it.) I know there's going to be revisions to the price on this item, if it even gets accepted, but shouldn't there be an starting price for this item?

And I see that one of the unsolds were bought to remark it up for 19 Keys, which there are other proofs that 19 or 20 Keys haven't sold at all for weeks to months. So, it's definitely that price is not it.
agreed on the 19keys+ being too high, but you gotta have more proof for how low the value should be :P
Sold one for like $40 on market; I agree with this price.

I do have proof. Just insufficient evidence at the moment.
After digging down a bit more, I found out that the sold turned out to be a young trade. Despite of it (in my opinion) being a good, reasonable trade, I'm going to close this thread down and wait for further, sufficient evidence to appear.

I do not agree with the 19+ Key prices because of the sold being repriced and how long they're lasting. However, after finding out the sold looks like a quick-sale, I will retract this motion under the basis of 'insufficient evidence.' I apologize for any inconvenience this thread has brought.
