http://www.tf2outpost.com/trade/18179769 sold at 18. he got a bud instead, but not sure if he added.
Nah it should be lowered. Seen one selling for 14 Before and offered it on a qs Trade
proof needed
qs shouldn't be in proof.
Trying to find it

QS offers/sales shouldn't be used for proof....
Both links are just closed trades without the buyer commenting. You should investigate the BP histories to confirm they sold for their B/Os.
Unusuals open and close trades all the time. It really means nothing. I'll have to downvote unless you can verify the sales. If you can comment back and I will change my vote.
Not seeing any evidence for the 1 buds sale - http://backpack.tf/id/76561198089500622?time=1393142400
18 key sale seems fine. The guy received a buds. It may actually have sold for a buds.
http://www.tf2outpost.com/trade/17640990 - looks like sold for 14 keys?
I'm thinking something like 14-18 keys might be better
So there's no proof the 1 bud sale actually happened. We do have two sales at 14 and 18 keys, although one of them is potentially a quicksell.
http://www.tf2outpost.com/trade/17640990 - was offered 16 keys and was going to accept, but somehow sold to a different person
I think a slightly lower range is needed here.
