i know there are 2 unusuals of this effect and both are not on the market right now
i sold this unusual for 1 bud + 3 keys + 1 key worth of trading cards which is 1.2 buds

Nah. For every unpriced new unusual you need 2 sales.
Unpriced new (aka 2013+) hat or effects. There are very rare circumstances where an older hat will have no price, ive seen it once or twice. Mostly the first halloween effects thats 1 of 1 and the owner never even traded away.
there's also no set tf2 pricing for cards (yes people buy for a scrap each a lot, but I feel like those are quickbuyers -> going to trade through bot exchange services for cards (i.e. 1 SCM expensive one for a few cheaper ones) and than resell to other quickbuyers or actually just badge craft a lot)
Well, if none are on the market right now then it's just not time to price this just yet. Keep an eye on outpost or any other trading site. If this hat switches backpacks, ask the owner what they bought it for, and then just have them take a screen shot of what they traded.
well i they i sold it to still has it, so he bought it for 1.2 buds from me. The the guy who has the other one was asking for 4 buds. sadly i forgot his name so i cant ask him what he paid

Somewhat old, but I am not opposed a range of 1.2-1.5 for a 1 of 2 stormy hat. It's probably close.
