Hello! This is my first suggestion, go easy on me!
I feel this hat deserves some love. After the new effects came out, this was one that appealed to me, but the seller I had traded with was unsure about it's price. On outpost, there's a few being sold - mostly ranging from 2 -3 buds. Also one guy selling it for 80 bucks (I messaged him) and that amounts to around 1.95 buds. Source:

True, but then there's not a lot of evidence about the hat being sold - Maybe it's too early to suggest a price? (I sold mine for a Orbiting Fire Armored Authority plus 4 keys)
You can click on the hat to see past owners and search how much they got for it. 2 sales are enough to establish the price of new hats.

Click on every owner and search his closed trades to get info from the offers and past sales. It will be okay if the sale is not older than 3 months.

Please take a closer look at the site rules before making your next suggestion; http://backpack.tf/rules There are guides included there which point out some common mistakes.
As others have pointed out, all unpriced unusuals require at least two sales to price; this is to avoid pricing off outliers or quicksells.
The 3 has been up for 3 months, clearly doesn't belong in range
