Regarding the 2 sale "rule" this is the type of hat that will warrants an exception as BPB summarizes below.

The halloween unusuals are different from the other new effects as they are rare and won't be unboxed any time soon. Given the unboxing rates this last halloween, it's very possible that the spellbound cowl will remain 1 of 1 for 2-3 years. The whole idea with the 2 sale rule was that even if a new hat only had a single sale, it was more than likely going to be unboxed again. There's no such thing as a 1 of 1 new effect hat (except on new hats) and many have 10+ already.

So with this in mind, I don't mind making exceptions for 2013 halloween effects. This is not the first case like this that I have seen. And my approach is always this: I tell the suggester to wait a month to make sure it doesn't get re-sold. If in a months time, it's still in the same bp and not on the market, then pricing off 1 sale is fine.
